Online Application for Renewal of Vehicle Licence
 

Q1. After submitting my e-application, when can I get my new vehicle licence?

Starting from 30 December 2024, the vehicle licence ("VL") issued by the Transport Department (TD) will no longer bear a printed expiry date, while other information printed on the VL remains unchanged. If you do not have a VL without a printed expiry date, upon receiving your application, if the application information, required documents and payment are complete and in order, this Department will send a VL without a printed expiry date together with a Vehicle Licensing Notice ("VLN") to your correspondence address by registered post within 10 working days (Working days denote Monday to Friday excluding General Holidays). The time for dispatching the licence is excluded from the aforesaid processing time.

If you already have a VL without a printed expiry date, upon receiving your application, if the application information, required documents and payment are complete and in order, this Department will send a VLN to the email address you provided when submitting the online application within 10 working days. The issuance of the VLN means that the VL has been successfully renewed and the latest licensed period of the vehicle will be shown thereon. The registered owner must display the VL on the vehicle and ensure the licence is valid for using the vehicle on roads.

Q2. If an applicant wishes to use online system to renew vehicle licence from 30 December 2020 onwards, what are the identity authentication methods that he/she can use?

From 30 December 2020 onwards, if an applicant wishes to apply for renewal of vehicle licence through online system, he/she should have –
    (a) an “IAM Smart+” account with digital signing function; or
    (b) a valid personal or organisational digital certificate issued by the recognised Certification Authorities (e.g. the Hong Kong Post)
for identity authentication purpose.
 

Q3. Does it mean that an applicant can use online system for renewal of vehicle licence immediately after completing the registration process of “IAM Smart+” account?

Applicant should have an “IAM Smart +” account with digital signing function in order to use online system for renewal of vehicle licence.

Applicant can use/visit “IAM Smart” self-service kiosk, service counters or registration team to create “IAM Smart +” account with digital signing function.

Q5. I have just moved to a new address, can I update my address in Transport Department on-line?

Yes, you can update your residential and correspondence address using this online service. Or, you may use the online service of New Change of Address Services
 

Q6. What can I do if I am not sure whether my e-application is successfully submitted or not?

If your online application for renewal of vehicle licence is successfully submitted, the system would send a confirmation email with a reference number of your application to your provided email address. You may enquire the application progress or resubmit required documents by using the reference number at https://eapps.td.gov.hk/repoes/app514_en.html.
 

Q7. Can I submit my renewal application in advance before expiry of the current licence?

Yes, a vehicle licence may be renewed within 4 months prior to its expiry date. For more details on the application requirement for renewal of vehicle licence, please visit homepage of Transport Department (http://www.td.gov.hk/).
 

Q8. How can I pay the application fee?

You could choose to pay by credit card (Visa, MasterCard, JCB or China UnionPay), FPS, PPS or Mainland's Licensed Digital Wallets (Alipay, WeChat Pay, UnionPay QuickPass).
 

Q9. How can I renew my vehicle licence online?

With the use of an 'iAM Smart+' account with digital signing function or a valid digital certificate to apply for the renewal of vehicle licence online, you can fill in and submit applications with mobile phones or personal computers at any time and from anywhere without the need to wait at counters. Q10. What are the benefits of using online application for renewal of vehicle licence?

Online licensing service is easy to use. You can submit an application anytime anywhere, and save the time on queuing at a Licensing Office. If you already have a VL without a printed expiry date, after successfully renewing your licence online, the Transport Department will send a Vehicle Licensing Notice to you by email. You no longer need to wait for the mail delivery of a new licence, and may continue to display the same VL and use your vehicles on roads.
 

Q11. What are the system requirements of the computer used by internet users of online application for renewal of vehicle licence?

Here is generally no system requirement. But if you have registered for Visa and MasterCard's security programs (i.e. Verified by Visa (VbV) and MasterCard SecureCode), you may need to enable your browser to accept cookies from your credit card issuer's website. You are advised to check with your credit card issuer if they have imposed any other specific system requirements.
 

Q12. Any time out limit for online application for renewal of vehicle licence?

Online application for renewal of vehicle licence will automatically log out if you leave your computer idle for longer than 15 minutes.
 

Q13. When should I renew vehicle licence?

You may submit renewal application within 4 months before the expiry of the existing vehicle licence, the successfully renewed licence will take effect after the expiry date of the existing vehicle licence.
 

Q14. What should I do if the vehicle licence expired already?

You should submit an application for renewal of vehicle licence as soon as possible. For the unlicenced period, additional fee will be payable at the rate of 0.33% of the appropriate annual rate for each day (round up to nearest 10 cents) of any period between the last expiry date and the date when the new licence commences, unless satisfactory proof is produced to the effect that the vehicle was put off the road during the entire unlicensed period. Please be advised that payment of additional fee does not mean that the vehicle will be licensed for the period for which such fee is charged. If you submit renewal application online after the expiry of the existing vehicle licence, the successfully renewed licence will take effect on the date the online application is submitted.
 

Q15. What kinds of documents have to be required for online application for renewal of vehicle licence?

Please prepare to upload following documents:
  • A valid policy of insurance (including covering note) or security in respect of third party risks - it must be in the name of the registered owner and shall be valid on the date when the new licence is to become operative (Not applicable to trailer) (If the insurance company issuing the valid policy has already provided the relevant insurance record to the Motor Insurance Distributed Ledger Technology (“DLT”)-based Authentication System (“MIDAS”) of the Hong Kong Federation of Insurers in a timely manner, allowing the Transport Department to verify it online, there is no need for the registered owner to upload the policy of insurance. For enquiries regarding whether the above arrangement applies to a particular insurance company or policy, please contact the relevant insurance company or intermediary directly.);
  • In case of taxi, please upload “Notification of Taxi Parking Accommodation”.
  • In case that vehicle owner is Consulate General, please upload “Exemption Letter from the Director of Protocol”.
  • In case that vehicle owner is a disabled person, please upload “Letter Approval for Disabled Driver”.
  • Proof of present address(residential address/company address (if using company as registered vehicle owner) and correspondence address) which is issued not more than 3 month from now (e.g. water/electricity/gas/mobile phone bill or bank correspondence).
 

Q16. After enhancing the Vehicle Licence (“VL”), the Transport Department will no longer issue VLs after issuing the first VL without a printed expiry date. However, if my VL is lost, destroyed or defaced, what should I do?

If your VL is lost, destroyed or defaced, you may complete an “Application for a Duplicate Vehicle Registration Document/ Duplicate Vehicle Licence” (form TD151) to apply for a duplicate vehicle licence with the Transport Department to replace the original licence."
